DGPC and Adani Sign Investment-cum-Shareholders Agreement for 770 MW Chamkharchhu-I Hydropower Project

Thimphu, 4 October 2026: Druk Green Power Corporation Limited (DGPC) achieved another milestone in advancing Bhutan’s hydropower development with the signing of the Investment-cum-Shareholders Agreement with its first Bhutanese partner, Wangchuk Dorji, for the development of the 40 MW Parochhu Hydropower Project in Paro.

The signing ceremony was graced by His Excellency Lyonpo Sonam Tashi, Minister of Energy and Natural Resources (MoENR) in the presence of executives from Druk Holding and Investments Limited (DHI), DGPC Board Directors and other relevant stakeholders.

The agreement marks DGPC’s first partnership with a Bhutanese private investor in hydropower development. It sets out the framework for the financing, development, operation and maintenance of the project, in line with the National Energy Policy 2025 and applicable laws and regulations. Under the agreement, DGPC will hold 51% and Wangchuk Dorji 49% of the project company.

The signing marks another step in DGPC’s efforts to accelerate hydropower development through innovative investment models and strategic partnerships. It further demonstrates DGPC’s commitment to creating opportunities for the Bhutanese private sector to engage in and partake in the development of the country’s renewable energy sector.

“This agreement marks an important step in expanding opportunities for Bhutanese private sector participation in the development of our renewable energy resources. By bringing together DGPC’s experience in hydropower development and the investment capacity of Bhutanese partners, we can explore new pathways to accelerate projects and contribute to Bhutan’s long-term energy security and economic development,” said Dasho Chhewang Rinzin, Managing Director, DGPC.

“This agreement shows that Bhutanese private sector can stand alongside DGPC in building our energy future. I am grateful to the Government, DHI and DGPC for opening this door, and I am confident Parochhu will set a strong example for the partnerships to come.” said Wangchuk, Tashi Group.

The Parochhu Project is expected to contribute to Bhutan’s growing renewable energy portfolio and support the country’s broader vision for energy security and sustainable economic development.
