DGPC Signs Investment-cum-Shareholders Agreement with Bhutanese Partners for the 25 MW Begana Integrated Multipurpose Small Hydropower Project
Thimphu, 5 October 2026: Another milestone in advancing Bhutan hydropower development was achieved with Druk Green Power Corporation Limited signing of a Tripartite Investment-cum-Shareholders Agreement with Gerab Nyed-Yon Limited and Tshokey Dorji Foundation for the development of the 25 MW Begana Integrated Multipurpose Small Hydropower Project. The Agreement establishes the framework for the financing, development, and operation and maintenance of the Begana Project; that is aligned to Bhutan’s National Energy Policy 2025 and other applicable laws and regulations.
The Begana Project is being implemented with the dual objectives of renewable energy generation and enhancing reliable drinking water supply for Thimphu and surrounding areas.
The construction of the Project was started some time in May 2026 with the award of the Civil Works Package to M/s Rigsar Construction Private Limited. The Electro-Mechanical, Hydro-Mechanical and Automation Contract Packages are currently under consideration.

Druk Hydro Energy Limited (DHyE), a subsidiary of DGPC, is implementing the project. OPEC Fund and Kuwait Fund have agreed to provide most of the funds required for the project.
The signing of this Agreement with Gerab Nyed-Yon and Tshokey Dorji Foundation demonstrates DGPC’s commitment to creating opportunities for the Bhutanese private sector to participate in the development of the country’s renewable energy sector. DGPC continues to explore the possibilities to enable the participation of every Bhutanese in the opportunities that are becoming available through investments in the renewable energy sector and through participation in the actual development by way of consultancies and contracting.
